Waiters and waitresses wore a face-shield and gloves. Hotel guests also had to wear gloves and a mask.
This way of eating foods in public was quite normal these days not only in Tochigi prefecture, I guess, but also all over the world.
I love seafood a lot. Boiled crab meat, baked scallop, grilled ayu fish seasoned with salt, fried shrimp, everything was delicious.
